Ovaron

Ovaron is the blanket term for the Ovaren Federation, Regencia of Ovaron, and United Ovaren Empire. It was one of the longest lasting civilizations in the Second Era, emerging in the late 400s and lasting until 2461 SE with the dissolution of the High Council during the Black Wave.

History

Celic Ovaron

Following the first Great Dark, many sparse population centers remained around the continent. As the Second Era dawned, many of these centers in the northwest region of Niera began to expand and thrive. Trade opened up, standing armies were formed, and local governments were established. Over time, the region grew into a contiguous cultural and economic region. Several of these city-states, called Celae, were unified into different groups during military campaigns.

Appointing a Chancellor

Throughout the 1600s, the Senate fell into several stalemates which would be broken by charismatic and popular members who would then go onto play significant roles in policy in the following years. This focus of leadership would often temporarily resolve periods of stagnation and infighting, leading to economic and social recovery. In the 1670s, the Senate went into a deep recession in which the floor was hung three times in a row. In 1678 SE, the Senate created a temporary position of chancellor in attempt to prevent a collapse of government and elected then President of the Senate Uranalus I. Uranalus I would hold the position for thirty years, but it was not until the third chancellor, Ralnea the Wise, that the position would be officially codified in 1716.

Quinian War

The Quinian War was a war fought between Ovaron and Olenia from 1832 to 1846 SE. It resulted in the incorporation of Olenia into the Ovaron. In 1841, Chancellor Halavia I was granted emergency powers by the Senate, temporarily disbanding the Senate. After the war ended in the spring of 1846, Halavia never returned the Senate to session. In the fall of that year she revoked the office of every senator without appointing replacements, effectively disbanding the Senate, and appointed herself Regent Halavia of the Regencia of Ovaron.

The Golden Revolt was an uprising of the upper class against Emperor Trask the Red in 2151. It lead to the signing of the Charter of Order, which established the High Council of Ovaron and took away most the emperor's power.

The Senate controlled most of government from the empire's formation in 1678 SE until its indefinite suspension in 1846 SE by Emperor Halavia I. Though it shares few legal similarities, it is seen as the predecessor to the High Council of Ovaron.

Chancellor

The chancellor emperor was the leader of the Senate and head of state until Emperor Halavia I used her emergency powers to indefinitely suspend the Senate and assume full control of government following the end of the Quinian War in 1846. This lasted until 2151 when Trask the Red signed the Proclamation of Order, reinstating the Senate as the High Council of Ovaron and greatly reducing the powers of the emperor.
